The Ports Regulator is established in terms of section 29 of the National Ports Act, Act 12 of 2005 as an Independent Economic Regulator of South Africa’s commercial ports owned, managed and controlled by the National Ports Authority, a division of Transnet SOC. The Ports Regulator is a Schedule 3A entity reporting to the Minister of Transport.
