Enhancing aquaculture through PPPs
ANGOLA: The Angolan Government is instituting measures to enhance existing feed factories and fingerling production centres, as well as encourage the construction of new factories through private sector initiatives or through public-private partnerships.
The measure falls within the scope of the expansion and enhancement of production capacity, which aims to create conditions that promote the increase, optimisation and development of aquaculture production through actions to stimulate and encourage the public and private sectors.
The information is contained in Presidential Decree No. 59/25, which approved seven measures in different areas for the operationalisation and stimulation of aquaculture, in the period 2025-2027, aimed at benefiting communal and commercial aquaculture farmers throughout the country.
Another measure consists of the initial import of essential components for the manufacture of feed, such as premixes formulated with soy flour, wheat bran, rice bran, fish and vegetable oils, corn flour, grains and other additives, in the form of bulk bags for local extrusion.
At the same time, the Executive plans to begin importing essential equipment for aquaculture activities, such as aerators, blowers, net cages, nets, scoops, and water parameter meters, with the aim of gradually replacing imports with local production.
This measure aims to promote local production of inputs with quality compatible with international standards, as well as the gradual transition to self-sufficiency, to reduce dependence on imports in the medium and long term.
Skills development
In addition, the aim is to develop ongoing training and monitoring programs for aquaculture producers, with the support of companies in the subsector.
The the objective is to develop human capital that provides effectiveness and efficiency in aquaculture productivity and ensures the creation of conditions for the regular and permanent provision of useful information for making the best decisions within the scope of the Immediate Measures for the Operationalisation and Promotion of Aquaculture (MIODA).
The Angolan Government aims to encourage the formalisation of aquaculture producers, remove the barriers that motivate them to remain informal and promote incentives for their integration into the formal economy.
Distribution and logistics
The Decree seeks to create infrastructure conditions for the promotion of aquaculture production by improving the road and energy supply network.
Likewise, the marketing of aquaculture products will be improved through the creation of producer cooperatives and marketing centres to optimise logistics and reduce costs. The creation of distribution and logistics centres will support the local production of inputs and the manufacture of essential equipment for aquaculture – with the objective of promoting the emergence of small processing industries.
