International assessment aims to strengthen maritime training

Assessing maritime training capacity

TANZANIA: A week-long inspection mission undertaken by the European Maritime Safety Agency (EMSA) on Tanzania's Maritime Education, Training and Certification System will provide important feedback that will include key recommendations to strengthen the country’s maritime training capacity.

The inspection exercise was conducted as part of ongoing international efforts to assess Tanzania's implementation of the International Convention on Standards of Training, Certification and Watchkeeping for Seafarers (STCW Convention) and to ensure continued compliance with internationally accepted maritime standards.

The EMSA delegation, led by Captain Ioannis Mispinas, Senior Project Officer, and Jaime Gonzalez Gil, Senior Project Officer, undertook a comprehensive assessment of Tanzania's maritime training and certification framework. 

Speaking at the closing meeting, TASAC Director General, Mohamed Salum highlighted the benefits of the constructive engagement and committed to meeting international standards. He also emphasised the importance of Tanzania attaining and maintaining EMSA recognition, noting that such recognition would further enhance the country's standing within the global maritime community and create greater employment opportunities for Tanzanian seafarers in the international shipping industry.

The inspection programme assessed several key areas including quality standards systems, program and course approvals, monitoring and evaluation of training and assessments, qualification of instructors and assessors, certification and endorsement procedures, medical standards, fraud prevention mechanisms, and assessment of competence for seafarers.

The exercise brings together officials responsible for implementing the STCW Convention in Tanzania, and forms part of ongoing international efforts to ensure that Tanzania's maritime training and certification framework continues to meet globally accepted standards for seafarers.

The EMSA Team is due to deliver a draft inspection report containing the team's findings, observations, and recommendations will be submitted within 90 days.
