LIBERIA: The world’s largest ship registry has announced plans to introduce electronic seafarer documents as part of its commitment to digital innovation and compliance.

Understanding the benefits of enhanced digital verification, the Liberian Registry believes that the move towards digitalisation will reduce the risk of fraudulent credentials and minimise delays during inspections.

QR-coded, digitally verifiable documents enable Port State Control authorities to authenticate seafarer credentials more quickly and reliably, while improved oversight mechanisms support Coastal States in maintaining higher maritime security standards.

Collectively, the integration of electronic documentation, real-time verification, and enhanced vetting promotes safer, more transparent crewing practices and supports regulatory compliance and operational efficiency across the maritime industry.

In support of this effort, the Registry's Seafarer Electronic Application System (SEA System) will be migrating to a new ecosystem within the Seafarer Portal. As part of this new digital workflow, the Liberian Registry is launching Crew360, a compliance-focused solution that applies additional vetting and verification checks to every seafarer application processed.

This integrated approach will serve to streamline how seafarer credentials are submitted, processed, and issued, while strengthening compliance oversight. Seafarers will benefit from faster processing while shipowners gain greater assurance that applications have undergone enhanced vetting and verification.

Following this launch, seafarer documents processed will include a QR code on physical documents, including Certificates of Receipt of Application (CRAs), in addition to electronic certificates for every application placed.

Electronic seafarer documents will complement, rather than replace, the hard copy documents currently being issued by the Registry, ensuring continuity between physical and digital copies of all applications processed, while strengthening oversight and document integrity.

App for seafarers

In addition to these digital updates, the Registry is also launching SEA360, a dedicated mobile application designed for seafarers aboard Liberian-flagged vessels. The SEA360 app will allow Liberian seafarers applying for new documentation to securely access their documents, including their Seaman’s Book, licenses, certificates, as well as view recorded sea service, directly from their mobile devices.

Electronic documents available through the app will serve as digital equivalents to hard copy documents and will include QR codes for immediate verification within the Registry’s systems. This mobile application will serve as a bridge, directly linking Liberian seafarers with the Registry, and allow seafarers to utilize their electronic documents to interact directly with Port State Control officials and other responsible parties, such as Designated Persons Ashore (DPAs).
