APPOINTMENT: Deputy CEO for Maritime Safety Authority

Deputy Chief Executive Officer of the Seychelles Maritime Safety Authority

SEYCHELLES: Wilnette Joseph has taken up the position of Deputy Chief Executive Officer at the Seychelles Maritime Safety Authority, effective 15 April.

Joseph is an accomplished legal professional with extensive experience across the maritime, aviation, and offshore sectors. With a strong track record in legal advisory, regulatory compliance, and policy development, she brings a wealth of expertise and strategic insight to the role of Deputy Chief Executive Officer.

She holds a Master of Laws in International Maritime Law from the IMO International Maritime Law Institute in Malta and has continuously strengthened her expertise through practical experience across multiple highly regulated industries. Her professional strengths include legal strategy, governance, legislative drafting, compliance oversight, and institutional capacity building.

Joining the Maritime Authority, Joseph will leave her position as Manager for Legal and Policy at Air Seychelles Limited, where she has led the development and implementation of legal frameworks, overseen regulatory compliance, and advised senior management and the Board on corporate governance, employment law, and strategic risk management.

Her professional journey includes senior leadership roles such as Head of Legal at Abacus (Seychelles) Limited and Senior Legal Officer at the Seychelles Maritime Safety Authority, where she played a key role in drafting maritime legislation, advising on international conventions, and supporting the Government in treaty negotiations and Cabinet processes.

Graduating with the Class of 2022 with a Master of Laws from the International Maritime Law Institute (IMLI), her dissertation focused on an analysis of the international legal framework for the protection of underwater cultural heritage.

Monofilament nets are widely prohibited for fishing in SADC countries due to their destructive ecological and socio-economic impacts. Made of clear nylon, these nets are nearly invisible underwater. They are non-selective, non-biodegradable and, as the material tears easily, they are often discarded after only a few uses, creating large amounts of plastic pollution.
